New Pay for-Performance Plan in Houston ISD Will Reward and Retain Top Teachers

Statement by Judith Cruz, assistant director for Texas, Houston Region, EdTrust in Texas

“The compensation structure will enable HISD to access millions of dollars in state funding specifically designated for rewarding our most effective educators — funds that would otherwise remain out of reach. This plan presents an opportunity for teachers in various subjects and grade levels to earn recognition, potentially more than in most other districts in Texas. Districts already participating in the optional Teacher Incentive Allotment (TIA) program are retaining their best teachers at rates higher than their peers.

“To truly support student success, districts need a fair and consistent way to identify, recognize, and reward their most effective educators. More importantly, this data will help HISD attract and place top talent in schools and classrooms where they are needed most. The research is clear: a highly effective educator is the most important school factor that positively impacts student achievement.”
