Morgan Godvin

Justice Fellow

Morgan Godvin is an internationally recognized expert in drug policy, harm reduction, and addiction research, driven by her lived experience. She is formerly incarcerated, having served time in federal prison. She is a founding member of the Oregon Consortium for Higher Education in prison, has worked with the Oregon legislature on Ban the Box Campaign, and other higher education in prison issues; she has also worked with  U.S. Senators Merkeley and Wyden to amend the American Opportunity Tax Credit in order to support students impacted by the War on Drugs in their pursuit of higher education.

In 2021, she founded harm reduction nonprofit Beats Overdose, partnering with Rhymesayers Entertainment to tour with hip hop artists, training thousands of fans, venue staff, and artists in overdose response. She toured with Atmosphere, on tours with both Cypress Hill and Sublime, and worked in dozens of cities with local harm reduction organizations.

Currently, she is in a global health PhD program at UCSD and SDSU and serves on Oregon’s Measure 110 Oversight and Accountability Council, overseeing hundreds of millions in grants for substance use disorder treatment, and as Director of the Community Council for the NIDA Clinical Trials Network, ensuring active drug users help shape research.

Godvin graduated Summa Cum Laude from Oregon Health Sciences University and Portland State University’s Joint School of Public Health.
