Implementing the PREP Allotment: An Interactive Budget Workbook for School System Leaders

Overview

House Bill 2 (HB 2), passed during the 89th Legislative Session, includes historic investments in teacher preparation and establishes a new Preparing and Retaining Educators through Partnership (PREP) Program Allotment, aimed at strengthening the quality of teacher recruitment, preparation, and mentorship.

The PREP Allotment provides funding for various partnerships that school systems must opt in to receive. To obtain funding for the 2026-27 school year, school systems must apply through the Texas Education Agency’s LASO Cycle 4 application, which closes on December 3, 2025.

This downloadable Budget Workbook allows users to input specific variables, apply revenue and costs from each of the five allotment components, and generate budget projections for multiple school years. Please note that this workbook is not designed for educator preparation programs and does not reflect the success-based funding they are eligible to receive.

Instructions

  1. Create a copy of the Budget Workbook or download it in your preferred file format. Be careful to ONLY EDIT highlighted fields to protect the underlying formulas.
  2. Read and review the User Guide on the first tab, which lists the information needed to complete the workbook and provides a summary of how the various success-based funding components work.
  3. Enter data into the highlighted fields. Since success-based funding will roll over in subsequent years and the Traditional Preservice and Preservice Alternative Certification Program (ACP) will be introduced in 2027-28, please enter estimates on the tabs created for both the 2026-27 and 2027-28 school years.
