Texas has made historic policy shifts to expand and incentivize high-quality teacher preparation. The Texas Education Agency (TEA) has provided a financial planning tool to help school systems plan and budget strategically to maximize the impact of the state’s new Preparing and Retaining Educators through Partnership (PREP) Program Allotment.
When EdTrust and U.S. PREP launched our PREP Allotment Budget Workbook in November 2025, our goal was to help school system leaders get a head start on planning for the PREP Allotment introduced by House Bill 2 (HB 2). Now, with TEA’s release of their PREP financial planning tool and video walkthrough, we’re stepping back and pointing you to the official resources. HB 2, passed during the 89th Legislative Session, includes historic investments in teacher preparation and establishes a new PREP Program Allotment to strengthen the quality of teacher recruitment, preparation, and mentorship.
The PREP Allotment provides funding for various partnerships that school systems must opt in to receive. To obtain funding for the 2026-27 school year, school systems must apply through the Texas Education Agency’s LASO Cycle 4 application, which closes on December 3, 2025.
