P-12 Policy Analyst

Carl Felton, III is a policy analyst on the P-12 team at EdTrust. As a policy analyst, Carl supports work related to social emotional learning and academic development (SEAD). Carl’s goal is to provide recommendations that will support schools in creating school communities that students and their families want to be part of.

Prior to joining EdTrust, Carl worked in the office of Student Wholeness at Baltimore city public schools. During his time there, Carl supported the development and implementation of the nine domains for a positive school climate and an associated tool to measure effectiveness. Carl has also provided coaching to teachers and school staff to create classrooms and school communities that promote a sense of belonging and connectedness.

Carl holds a master’s degree in education and policy leadership from American University and a bachelor’s degree in music education and mass communication from Towson University

What’s your favorite thing to do outside of work?

I love hiking, creating music playlists, and completing Star Wars and Game of Thrones puzzles.

What drew you to education?

The students. I worked at a few camps during my time in high school and college, but it was my relationships with the students and seeing their growth that kept me coming back. I learned at an early age that building strong, genuine relationships with students is a major way to support them in achieving their potential.
